Quebec Judicial Appointments Announced

OTTAWA, December 18, 2013 – The Honourable Peter MacKay, P.C., Q.C., M.P. for Central Nova, Minister of Justice and Attorney General of Canada, today announced the following appointments:

The Honourable Martin Vauclair, a judge of the Superior Court of Quebec, is a appointed a judge of the Court of Appeal of Quebec to replace Mr. Justice J. Dufresne (Montréal), who elected to become a supernumerary judge as of June 23, 2013.

Mr. Justice Vauclair was appointed to the Superior Court of Quebec in 2010. after serving with the Court of Quebec, criminal and penal division, from 2005. Mr. Justice Vauclair completed a Bachelor of Laws from l'Université de Montréal in 1993 and was called to the Barreau du Québec in 1994.

After his call to the Bar, he practised as a Crown prosecutor for the Municipal Court of Ville Saint-Pierre and as a sole practitioner. He was also an instructor at l'Université du Québec for the criminal law course (evidence and criminal procedure) from 2002 to 2005.

He is the co-author of Traité général de preuve et de procédures pénales, (Éditions Yvon Blais, 1999, now in its 20th edition), as well as other legal publications on criminal law.

The Honourable Michel A. Pinsonnault, a judge of the Court of Quebec, is appointed a judge of the Superior Court of Quebec to replace Madam Justice H. Poulin (Montréal), who resigned, effective June 30, 2013.

Mr. Justice Pinsonnault was appointed to the Court of Quebec in 2003. He obtained a Bachelor of Laws from l'Université de Montréal in 1974 and was admitted to the Barreau du Québec in 1975. Prior to his appointment, he had been a partner with Fasken Martineau DuMoulin (2001-2003), Pinsonnault Torralbo Hudon (1998-2001), and Hudon, Gendron, Harris, Thomas (1997-1998). He also practised with McMaster Meighen (1975-1997). His main areas of practice were commercial law, administrative law, constitutional law, civil law, and insolvency.

Mr. Justice Pinsonnault has been a member of the Administrative and Appeals DivisionCommittee for the Court of Quebec since 2007 and the Assistant Administrative Judge, Civil Matters since 2012. He has been president of the Quebec Judges' Conference's Committee on Judicial Compensation since 2008.

The Honourable Éliane B. Perreault, a Crown attorney with the Director of criminal and Penal Prosecutions of Quebec in Montréal, is appointed a judge of the Superior Court of Quebec (Montréal) to replace Mr. Justice L. Lefebvre, who elected to become a supernumerary judge as of October 20, 2013.

Madam Justice Perreault obtained a Bachelor of Laws from l'Université de Montréal in 1984 and was admitted to the Barreau du Québec in 1986. She was counsel with the Director of Criminal and Penal Prosecutions of Quebec from1998 and was an assistant Crown attorney (1989-1997). She was a lawyer with the firm Gross, Pinsky, avocats (1987-1989) and the firm Fargnoli, Allen et Associés (1986-1987). Her main area of practice was criminal law.

Madam Justice Perreault has been an instructor for the Barreau du Québec on criminal prosecutions and for the Department of Justice Canada on trial advocacy. She is a past member of the Council of the Faculty of Law of l'Université de Montréal.

The Honourable Manon Lavoie, a Crown prosecutor with the Public Prosecution Service of Canada in Montréal, is appointed a judge of the Superior Court of Quebec to replace Mr. Justice R. Grenier (Québec), who elected to become a supernumerary judge as of June 23, 2013.

Madam Justice Lavoie obtained a Bachelor of Laws from l'Université Laval in 1990 and was admitted to the Barreau du Québec in 1991. She has beena Crown prosecutor with the Public Prosecution Service of Canada since1998. Prior to that, she practised criminal law with Pouliot L'ecuyer Avocats in Sainte-Foy (1994-1998), the Community Legal Centre of the Québec Region (1992-1994), and Brochet, Dussault, avocats (1991-1992). Her main area of practice is criminal and penal law.

These appointments are effective immediately.
