Federal Court of Appeal Judicial Appointment Announced

OTTAWA, January 31, 2014 – The Honourable Peter MacKay, P.C., Q.C., M.P. for Central Nova, Minister of Justice and Attorney General of Canada, today announced the following appointment:

The Honourable André F.J. Scott, a judge of the Federal Court in Ottawa, is appointed a judge of the Federal Court of Appeal to replace Mr. Justice M. Noël, who elected to become a supernumerary judge as of October 31, 2013.

Mr. Justice Scott was appointed to the Federal Court in 2010.  He was also appointed a judicial member of the Competition Tribunal in 2011 and a judge of the Court Martial Appeal Court in 2012.  Prior to these appointments, he served as Chairperson of the Canadian International Trade Tribunal from 2008 to 2010. 

Justice Scott  was Vice-President of Corporate Affairs, Corporate Secretary and General Counsel of litigation services for Polycor Inc. from 1999 to 2008; Vice-Chair and Vice-President of Legal Services and Registrar of the Agricultural and Food Marketing Board of Quebec from 1995 to 1999; Assistant Secretary of the Secretariat of Canadian Intergovernmental Affairs for the province of Quebec from 1993 to 1995; and Chief of Staff for the Minister of National Defence, Minister of Communications and Minister of Consumer and Commercial Relations from 1989 to 1993.   He served as Special Advisor to the Minister of Energy, Mines and Resources from 1987 to 1989 and legal counsel and Corporate Secretary with Atomic Energy Canada from 1980 to 1986.  He practised with the law firm Taché and Pharand in Hull (now Gatineau), Quebec, from 1976 to 1980.  His main areas of practice were corporate and commercial  law and international acquisitions.

Mr. Justice Scott received a Bachelor of Laws in 1975 and a Master of Laws in 1980 from the University of Ottawa. He was admitted to the Barreau du Québec in 1976.

This appointment is effective immediately.
