QUEBEC JUDICIAL APPOINTMENTS ANNOUNCED

OTTAWA, October 10, 2014 – The Honourable Peter MacKay, P.C., Q.C., M.P. for Central Nova, Minister of Justice and Attorney General of Canada, today announced the following appointments:

The Honourable Carole Therrien, a puisne judge of the Superior Court of Quebec in Montreal, is transferred to replace Mr. Justice J.L.P. Isabelle (Gatineau), who elected to become a supernumerary judge effective February 16, 2014.

Madam Justice Therrien was appointed to the Superior Court of Quebec in 2011. Prior to her appointment, she had been a lawyer with le Centre communautaire juridique Laurentides- Lanaudière, since 2008 and a lawyer with Therrien Roy and Associates (1993-2002), where she practised criminal law, family law and administrative law.

The Honourable Élise Poisson, a lawyer with Lavery, de Billy in Montreal, is appointed a puisne judge of the Superior Court of Quebec to replace Mr. Justice M. Schrager (Montreal), who was appointed to the Court of Appeal of Quebec on June 13, 2014.

Madam Justice Poisson received a Bachelor of Laws in 1985 from l'Université du Québec à Montréal. After being admitted to the Bar of Quebec in 1986, she practised commercial law and real estate law with Lavery, de Billy.

The Honourable Suzanne Courchesne, a lawyer with Borden Ladner Gervais in Montreal, is appointed a puisne judge of the Superior Court of Quebec to replace Madam Justice Carole Therrien (Montreal), who was transferred to Gatineau.

Madam Justice Courchesne received a Bachelor of Laws from l'Université Laval in 1988. After being admitted to the Bar of Quebec in 1989, she joined Cain Lamarre Casgrain Wells. Since 2000, she has been a lawyer at Borden Ladner Gervais. Her main practice areas were civil litigation, professional liability and health law.

Madam Justice Courchesne has been an executive member of the Canadian Bar Association, Insurance and Civil Litigation Section, Quebec Branch, since 2013; National Law Section (2006-2009); and Forum des femmes juristes of the CBA-Quebec since 2013. She has been a member of the Héma-Quebec Research & Ethics Committee since 2004 and Chair since 2006. She was a member of the Centre hospitalier de Montréal Research and Ethics Committee (2004-2010).

The Honourable Simon Ruel, a lawyer with BCF in Quebec City, is appointed a puisne judge of the Superior Court of Quebec to replace Madam Justice C. Tessier-Couture (Quebec), who elected to become a supernumerary judge as of June 15, 2014.

Mr. Justice Ruel received a Bachelor of Arts (Biochemistry) from l'Université Laval in 1991 and a Bachelor of Civil Law from l'Université de Montréal in 1994. He was admitted to the Bar of Quebec in 1995 and the Bar of Ontario in 2007. Justice Ruel had been a partner with BCF in Quebec since February 2014 and previously with Heenan Blaikie Aubut (2011-2014). He was counsel with the Department of Justice Canada both in Montreal and in Ottawa (1999-2010); counsel with the Finance Department in 2004 and with the Privy Council Office (2001-2004). He was a lawyer with Grey Casgrain in Montreal (1995-1999), where he practised administrative law, constitutional law, human rights, and Aboriginal law.

Mr. Justice Ruel has been a member of the Canadian Bar Association and the Council of Canadian Administrative Tribunals, and was a past member of the Comité des infractions of the Bar of Montreal.

These appointments are effective immediately.
