Purpose: The Nishnawbe-Aski Legal Services Corporation (NALSC) operates a Restorative Justice Program that serves 14 of 49 communities within the Nishnawbe-Aski Nation. NALSC created the Program to deal with community justice issues in a culturally appropriate manner sensitive to the community’s unique values, customs and traditions. The model adopted by the Program in discharging its service to the communities is called the Community Accountability Conferencing (CAC) model (which is based on Maori and Samoan traditions of involving extended families in resolving conflicts). The CAC Restorative Justice model puts responsibility for maintaining peace, harmony and control into the hands of the First Nation community. The CAC allows offenders and his/her supporters, the victim and his/her supporters, community Elders, local front-line workers and community members to meet in a Justice Circle to discuss how the ’wrong’ has affected others and to determine, as a group, how the harms can be repaired for the benefit of not only the victim but the community at large.
